“In spite of the protests of the Catholic Church and pro-family leaders across the state, on July 7, 2003 Democratic Illinois Governor Blagojevich signed into law HB 211, which requires that health insurance policies, group and individual, must provide coverage for contraceptive outpatient services and prescription drugs and devices. To continue to combat this immoral law, conservative groups across the state are devising a strategy for invoking, en masse, the Illinois Health Care Right of Conscience Act, which could block insurers from passing on the increased costs of abortion inducing drugs in the form of higher premiums, and could force them to offer health plans for which no premiums were allocated to abortion drugs.”
